Oxfam wants a permanent increase to 44,000, and for 10,000 new places to be reserved for family reunion. According to the Refugee Council, demand for such visas currently outstrips supply by seven to one, leaving refugees indefinitely isolated from family members.

"There isn't [currently] a family reunification program, and that is a problem," Ms Morgain said. "Most Australians would expect that families should not be separated in this way.
